Operation Manager 2012 R2 web console configuration required

I recently encountered an unusual issue when upgrading from Operation Manager 2012 SP1 to Operation Manager 2012 R2. Actually, update itself did not cause any problems, everything went well. However, after the upgrade each time when I ran the web console a window appeared with a proposal to do an additional setup.

After completing the required steps I did not get the expected result. The window still insisted that "web console configuration required". Known methods for solving this problem did not helped. The last thing I tried was the installing of the latest version of Microsoft Silverlight. Wow! Unbelievable but It made the trick and the web console started.
